Pamodzi Promoting Rule of Law is a joint charity of the Law Society of Ireland and the Bar Council of Ireland, dedicated to enhancing the provision and protection of human rights, Rule of Law and democracy in developing countries.
Background:
The practice of detaining prisoners on remand, along with an inefficient criminal justice system and limited access to legal aid, has led to overcrowding and grave conditions throughout prisons in Malawi. The Paralegal Advisory Service Institute (PASI) was established in 2000 to provide legal aid to the poor of Malawi by using paralegals on the 'front line' of the criminal justice system.
The Rule of Law Malawi Project has worked with PASI for a number of years by way of short-term assignments. The Project now seeks to enhance assistance through the long-term placement of lawyers.
Job Description:
Pamodzi Promoting Rule of Law is looking for two Programme Lawyers to undertake a voluntary placement in Malawi for the duration of one year. One lawyer will be placed with PASI, and the other with the Department of Legal Aid. Travel expenses and accommodation will be provided for, in addition to a nominal stipend.
Responsibilities:
o Development of a system of case management, record keeping, and any additional work strategies designed to improve efficiency of PASI, Legal Aid, and the criminal justice system as a whole;
o Practical assistance through the drafting, processing and review of bail applications, file progression and representation in court;
o Provide ongoing training to employees on best practice in relevant areas;
o Encourage communication between PASI, Legal Aid and the DPP;
o Strengthen sector linkages and coordination with other international actors by information sharing and collaboration;
o Liaise with Partners, local agencies and national authorities on issues related to the Project;
Work with PASI, Legal Aid, and relevant bodies to strengthen, improve and reform the Legal Aid system in Malawi;
- Coordination of visits of short-term rolling volunteer lawyers;
- Design and implement a clear monitoring and evaluation plan for the Project;
- Comprehensive reporting on activities;
- Reinforce links between the Malawian legal profession and the Irish legal profession.
Requirements
- Qualified Barrister or Solicitor;
- Criminal experience a plus;
- Good case management and organisational skills;
- Strong communication and interpersonal skills with excellent analysis and writing skills;
- Self motivated with the ability to work independently and cooperatively;
- Overseas work or experience working in a multi-cultural environment a plus.
