The Egyptian Initiative for Personal Rights (EIPR) in partnership with the Open Society Justice Initiative and Open Society Institute's Middle East North Africa Initiative seeks a qualified professional to manage and provide technical assistance to lead the development of a new project on legal empowerment of the poor in Egypt. The project will work with local organizations providing local justice services. The consultant will be based in Cairo, but will require frequent travel to Upper Egypt and Delta regions.
Specific tasks include:
* Conceptualize, design and oversee implementation of project activities and annual workplans;
* Develop cost-effective models of community level justice services and policy advocacy with civil society organizations and local communities taking into consideration the Egyptian context;
* In conjunction with OSI MENA and the Open Society Justice Initiative, identify and help plan the operational and grant-making activities the project should undertake, including both advocacy and technical assistance;
* Provide technical and management assistance to existing grantees to incorporate legal empowerment methodologies and expand programming in rural and marginalized communities, particularly in the Upper Egypt and Delta regions;
* Develop a national network of legal empowerment actors to include OSI grantees and others, including a system for referral of public-interest law cases;
* Support the development of legislation and government policy in support of a legal empowerment agenda and in a manner suitable to the Egyptian political context;
* Cultivate key constituencies among donors and implementing organizations around a legal empowerment agenda;
* Frequent field travel outside of Cairo to upper Egypt and delta regions to work directly with grantees on improving legal empowerment approaches
* Develop monitoring and evaluation methodologies to insure quality in the provision of justice service;
* Undertake financial management of the resources that will support these activities; and
* Supervise project staff and pro bono support/volunteers.
Requirements include:
* A minimum of 4 years professional experience in the field of human rights, law reform, and/or international development, including at least 3 years in the MENA region, Egypt preferred;
* A post-graduate degree in law, human rights, public policy or another relevant field preferred;
* Experience working with international development agencies and/or civil society groups;
* Fluency in Arabic;
* Fluency in English with excellent writing, editorial, and oral advocacy skills;
* Dynamic and efficient self-starter, a respectful team player, and an effective manager;
* Ability and experience working at ease in the field with local organizations, including in remote, rural areas;
* Ability to think strategically;
* Excellent organizational skills;
* Ability to work both independently and with others;
* Pleasant, diplomatic manner and disposition in interacting with colleagues at all levels, program contacts, and the general public;
* Experience in financial management and monitoring and evaluation is desirable.
The position is for 12 months with a possibility of an extension. This position offers a competitive salary commensurate with experience. Anticipated start date: Immediate start.
