ESRI: “EMN Policy Officer – European Migration Network” – deadline Monday 26th August @ 5pm

The Economic and Social Research Institute (ESRI) is seeking to recruit a Policy Officer for a vacancy in the Irish National Contact Point (NCP) of the European Migration Network (EMN), for its team located within the ESRI. The position will be filled on a fixed-term contract basis of 2 years (24 months).

Role Description – EMN Policy Officer

The role involves leading and collaborating on a range of research and policy outputs on topics relating to migration and asylum. The Policy Officer will monitor national and EU legal and policy developments, and support with the dissemination of EMN research. The role provides an opportunity to support and inform policymaking on migration and asylum in Ireland. It also provides an opportunity to collaborate with colleagues from across the EU and EMN observer countries, as well as ESRI colleagues working on social research.

Key responsibilities will include:

  • Conducting research (mainly desk research, expert interviews and collecting input from stakeholders) for EMN-level comparative research outputs. Recent topics have included family reunification, governing the accommodation of international protection applicants, and labour market integration of international protection applicants.

  • Supporting or leading the design of EMN-level comparative research outputs, in collaboration with national stakeholders, experts from other EMN NCPs, the European Commission and other relevant international stakeholders.

  • Writing national reports focusing on Ireland, including conducting additional research and coordinating the review and copyediting process. Recent topics have included access to housing for beneficiaries of international protection, responses to displaced people from Ukraine, and the integration of migrant women.

  • Disseminating research through writing press releases, media appearances and briefings, and presentations at events.

  • Building and maintaining national and European stakeholder relationships.

  • Keeping up to date with the latest policy developments and statistics on migration in Ireland.

  • Representing EMN Ireland and the ESRI at national and EU levels.

  • Collaborating on ESRI migration and integration research. Recent topics have included attitudes towards immigration in Ireland and Northern Ireland, monitoring integration, and explaining trends in international protection.

The role may involve travel within the EU.

Skills, Qualifications and Experience

As well as having excellent research and writing skills, the successful candidate will be experienced at presenting research findings.  The successful candidate will work flexibly, collaborating with other team members/ESRI researchers on various activities as appropriate.

Candidates should have a strong background in migration and asylum-related research, with expertise in relevant national and EU-level policy and law. 

Location

ESRI, Whitaker Square, Sir John Rogerson’s Quay, Dublin 2.  Applicants should note that staff have the option of working remotely from their home in Ireland on a ‘blended’ basis with a minimum requirement of one day per week (or as business requires) based in the ESRI office.  Full details will be provided at interview.

Terms and Application Procedure

The role is full-time (35 hours per week, standard working hours are 0930-1730, Monday – Friday). Appointments will be made on a two-year fixed term contract basis and starting salary will be EUR 47,825, linked to the first point of the ESRI Administrative Officer (Higher) pay scale. The position is pensionable.
