Ballymun Community Law Centre: Development Manager – deadline 11 August 2017

Ballymun Community Law Centre was established in 2002 to tackle unmet legal need in Ballymun. It seeks to empower individuals experiencing disadvantage and to give people within the community access to justice by providing free legal information and advice through its drop-in clinics in Ballymun. The Law Centre also offers advocacy and legal representation before Courts and Tribunals, focused primarily on areas of law not covered by the civil legal aid scheme.  It also provides a Mediation Service.                                                                                   

The Board of Ballymun Community Law Centre are seeking to recruit a part-time Development Manager.  Applicants should have experience of management in a small NGO or equivalent and relevant experience in the area of communications and development.

The Development Manager will build on work undertaken by the Law Centre to date and lead a small team and foster the development of legal services, community legal education and mediation programmes in Ballymun. Key elements of the role will be to communicate the work of the Law Centre to all stakeholders and strengthening the funding base of the Law Centre to enable it to address the unmet legal need of residents in Ballymun comprehensively.

The Development Manager will report to the Board of the Law Centre.

Duties:

  • Develop and implement, in conjunction with board of directors and staff, strategic and annual work plans.
  • Manage Board meetings, report to directors and implement board decisions.
  • Manage and co-ordinate day to day operations of the Ballymun Community Law Centre.
  • Prepare and review detailed budgets for approval by the Board in conjunction with the treasurer and/or appropriate sub-committee.
  • Maintain day-to-day financial control of the service within budget heads agreed by the Board.
  • Ensure that appropriate financial regulations and controls are in place and in use at all times.
  • Provide regular reports to the Board on income, expenditure and any variations on budget
  • Develop the organisation’s funding base to secure present and future service delivery.
  • Liaise and negotiate, as appropriate, with funding bodies and other funding sources on future service delivery initiatives and developments.
  • Maintain appropriate communications with funders and provide reports as necessary, ensuring compliance with contracts and service level agreements.
  • Identify new opportunities for funding and development of the service and submit bids and applications accordingly.
  • Manage the HR and payroll functions.
  • Implement the marketing and communications plan.
  • Manage the premises and facilities including IT.
  • Ensure annual reporting to the Charities Regulatory Authority and filing of returns to the Companies Registration Office.
  • Continue work on preparing for full compliance with the Governance Code.
  • Liaise with relevant stakeholders on a regular basis.
  • Carry out such other functions as may be decided upon from time to time in accordance with the needs of the organisation. 

Qualifications and Experience Required

  • A relevant degree
  • Experience in the not for profit sector
  • Experience of managing a small organisation
  • Experience of writing and editing publications e.g. annual report

  • A commitment to human rights and social justice issues

Terms and conditions

This is a part time position 3 days per week and is offered on a fixed term contract for 2 years; a probationary period of 6 months applies.

Salary is commensurate with experience.
