Launch of the report on 'Access to Justice for Children with Mental Disabilities' – 23 April 2015, Dublin

Director of the Centre for Disability Law and Policy, Dr. Eilionor Flynn, will launch the country report on Ireland’s Access to Justice for Children with Mental Disabilities. The report analyses how rights enshrined in the Convention of the Rights of the Child and the Convention on the Rights of Persons with Disability (of which Ireland has not yet ratified) are protected and applied in justice related procedures, to children living with mental disabilities. The report considers the administrative and judicial proceedings under education (assessment of needs, school choice, service statements and appeals), housing (in care and custody proceedings as well as residential care) and criminal justice (alleged offenders and victims).

An overview of the report by the lead researcher Jennifer Klien, will be followed by a roundtable discussion chaired by Professor Ursula Kilkelly, senior lecturer in UCC and director of the UCC Child Law Clinic, and with Jim Winters, Advocacy Officer of Inclusion Ireland, Jennifer Garnan, Director of EPIC, Freda McKittrick of Barnados and Noeline Blackwell, Director of FLAC.

The research is to be used for advocacy and policy development to improve training and educational materials ensure children with disabilities receive equal access to justice. The project is coordinated by the Mental Disability Advocacy Centre in Budapest, compiled by 10 project partners including NUIG and funded by the EU Commission.
