In December 2012, the United Nations High Commissioner for Refugees (UNHCR) published its recommendations to Ireland for its EU presidency.
Key recommendations include:
· Promoting EU support to other regions where acute displacement continues;
· A more harmonised and consistent EU response for those seeking protection in particular from Syria;
· Implementing EU legislative processes on asylum including negotiations on the Asylum Procedures Directive;
· The provision of more resettlement places in the EU;
· Supporting the work of the EU on integration, family reunification and combating/ protecting victims of trafficking; and
· Encouraging vigilance by all Member States in ensuring application of the Dublin Regulation in line with international and European obligations.

In a recent press release Minister Shatter outlined his priorities in the area of Immigration and Asylum for 2013. He noted that Ireland’s hosting of the EU Presidency is an opportunity for enhanced practical cooperation on immigration issues at EU level. “Delivering the migration, asylum and visa aspects of the Programme of Work associated with Ireland's Presidency of the EU will be a key objective during the first half of 2013” said the Minister.
The Minister has also prioritised the publication of the Immigration, Residence and Protection Bill which he hopes will be enacted during 2013. This Bill will radically reform and modernise the system for asylum and leave to remain in Ireland.
