The Irish Refugee Council (IRC) is seeking to appoint a Project Director and Project Administrator for the next phase of the European Database of Asylum Law to be in post by early September 2012.
Background information
In February 2012 the Irish Refugee Council (IRC) formally launched the European Database of Asylum Law. The database, which contains cases relating to the interpretation of elements of the Qualification and Asylum Procedures Directives in 11 EU countries, is the result of a collaboration with the European Council on Refugees and Exiles (ECRE), experts in each of the 11 countries and is funded by the European Refugee Fund (ERF) of the European Commission.
The IRC has recently been successful in obtaining further funding from the ERF to extend and expand EDAL and is therefore seeking to appoint two members of staff to take EDAL forward. The plan is to extend the coverage to secure case summaries from 17 EU countries and to include cases relating to all of the directives or regulations which form the Common European Asylum System (CEAS). In addition, EDAL will contain decisions of the Court of Justice of the European Union and the European Court of Human Rights and blogs on issues that are generated from the cases in all the courts. There will also be two international conferences which will bring together lawyers, decision makers, judges and academics to discuss issues relating to the practical outworking of CEAS through different legal systems.
For this stage of the project, the IRC is working with ECRE and the Hungarian Helsinki Committee.
The IRC wishes to appoint a Project Director and a Project Administrator on full-time contracts starting early September 2012 for a period of 18 months. Both posts are based at the IRC office in Dublin.
The Project Director will be a person with expertise in international protection law who can take EDAL on to the next stage and really consolidate its position as a vital tool in the determination of refugee and subsidiary protection claims.
The person appointed must themselves be an expert in asylum law with experience and knowledge of the various elements of the Common European Asylum System and of European law and practice. Salary range for the Director is on a scale between €42,000 – €52,000 p.a. depending upon experience.
The Project Administrator will be responsible for the day to day management issues relating to the database and the point of contact for any matter relating to practical and technical aspects of the database.

Salary range for the Administrator is between €30,000 and €38,000 p.a. depending upon experience.
