PILnet seeks Chief Program Officer - New York

PILnet collaborates with local partners around the globe to connect and equip lawyers to protect human rights, advance social justice and defend the most vulnerable. This is done through two core strategies: training, supporting and collaborating with NGO-based lawyers on a global scale, and building and strengthening the global pro bono community.

Reporting to the president of PILnet, the chief program officer is a member of PILnet’s senior management team and works closely with the president and senior management team to make high-level organizational decisions.

The chief program officer is accountable for the design, development and implementation of PILnet’s programs. S/he plays a pivotal role in overseeing and implementing cross-program learning, ensuring that experience and information is shared across the organization. S/he is also responsible for developing, strengthening and overseeing PILnet’s monitoring and evaluation procedures. The chief program officer makes a critical contribution to strategic advancement of the organization that is in line with PILnet’s mission and delivers on its vision.

Roles and Responsibilities

  • Works with the president and the board of directors to oversee PILnet’s programs, working closely with the president to develop PILnet’s program strategy
  • Coordinates closely with the president, chief development officer, chief financial officer and general counsel/chief operating officer to ensure effective and efficient operations across functions
  • Together with the president and program directors, the chief program officer establishes program and organizational performance objectives, metrics and milestones, and s/he works with program teams to achieve them
  • Supervises and collaborates with PILnet’s program directors to drive programmatic strategy across geographies, ensuring high-quality and cohesive design, development, delivery and evaluation. The chief program officer ensures that each program develops an annual plan and works continually to improve program quality and results
  • Develops and oversees a program evaluation framework to be used to measure, monitor and evaluate all projects and programs undertaken by PILnet, in order to assess the strengths of PILnet’s programs and to identify areas for improvement
  • Facilitates learning and collaboration across programs, including identifying areas where successful program elements can be replicated or adapted across countries where PILnet works to improve the impact of program delivery
  • Co-creates strategies for improving the efficiency and effectiveness of the programs by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
  • Collaborates with the chief financial officer and program directors to develop and manage program budgets, and with the chief development officer and program directors to proactively seek out funding sources for PILnet’s work
  • Develops and oversees systems for tracking program compliance with funder requirements, ensuring timely execution and reporting on programmatic deliverables
  • Reports regularly to the president and the board of directors on the progress of all project activities
     

Qualifications

  • Knowledge of human rights, social justice, or other related fields and deep field experience working internationally
  • Passion for PILnet’s mission and ability to communicate the vision, values and approach to internal and external stakeholders 
  • Ability to think strategically, and with an adaptive approach to problem solving and a proven track record of delivering results
  • A leader with the ability to manage relationships and motivate others to work both collectively and independently in a team environment
  • In-depth knowledge of M&E methodologies with at least five years of experience in the design and implementation of M&E procedures for non-profit organizations
  • Strong experience in budget management, and in building and maintaining funder relationships
  • Impeccable project management experience with the ability to track a high level of detail and work on multiple deadlines with competing priorities across multiple offices
  • Ability to understand and work effectively with a wide variety of institutional partners, from small NGOs to large government agencies
  • Skillful in leading consensus-based processes with superb interpersonal skills
  • Culturally sensitive and adaptable; strong inter-cultural communication skills
  • Excellent oral and written communication skills in English along with public speaking experience essential
  • Fluency in languages other than English is highly desirable
  • 10+ years of experience in the field combined with international experience required
